It might help. Another idea would be a French Drain. It’s a large pipe that the water can drain into, then the pipe diverts the water to one area, where you would hopefully have a couple of cubic feet of gravel to accommodate the runoff. If you can manage it, another way would just to be build in a couple of feet of gravel along the edge of the garden to improve drainage that way. Then the drilling of the holes would really increase the drain off capabilities of your garden.

Pipe could be laid around the perimeter of your raised bed. If you have a real mud problem they can be laid between each row of plantings. End of pipe(s) should drain to open air or more granular soil.
Also, this spring, mix and till some granular sand into the soil, which will make your soil drain better.
