I had a conservatory built by a local builder?
While doing the job he covered over the drain from the kitchen sink and told me that the drain had been sealed.
Overall I found his work to be of a poor standard, now 18 months later we are getting foul odours coming from the covered over drain.
Is he liable?

The job should have been carried out in accordance with building regulations and I would think you could ask that this be put right, or get an estimate to put the job right and take him to the small claims court for that amount of money if he will not correct the problem.
That’s what happens when you are too stingy to pay a good reputable conservatory installer/builder.
You would need to check over the terms and conditions of his quotation, i presume you have this, there will be a defects liability clause which will state a period of time. If he claims to have sealed the drain and in fact hasnt this constitutes fraud and you could pursue a claim against him through the courts.
